In a mixing bowl, whisk together the mayonnaise, Parmesan, garlic, anchovy paste (if using), lemon juice, Dijon mustard, Worcestershire sauce, salt, and pepper until smooth.
Add water a tablespoon at a time until you reach your desired consistency.
