In a medium bowl, whisk together the mayonnaise, sour cream or Greek yogurt, and milk until smooth.
Add the dried dill, parsley, chives, onion powder, garlic powder, salt, pepper, lemon juice.
Whisk until well combined, tasting and adjusting the seasoning to your liking. Add a little more milk if you want a thinner consistency.
Transfer to a jar or airtight container, and refrigerate for at least 30 minutes to let the flavors develop fully.
